At the IIRP any student who is not a U.S. citizen or U.S. permanent resident is classified as an international student. Most international students come to the IIRP on F-1 student visas. At this time the IIRP is not able to take students on J-1 student visas.
To apply for a visa, students need eligibility documents (I-20s for F-1 visas) from the IIRP. The Primary Designated School Official (PDSO) issues the "initial entry" I-20 documents for most students.
